Why are guys so confusing?

I’m really close with this guy, and it seems like he likes me—he gives off some strong signals. But he hasn’t made a move yet. Maybe he’s just scared? Or am I just imagining things? My friends and even his friends think he probably likes me but is trying to keep it hidden. I’ve also met his family. Can someone help me out? Am I just being delusional?
