Who do you greet when you see someone from your big school outside?

I’m used to a small school where I’ve known everyone since elementary, so I’m not sure if I’m supposed to say hi to classmates I don’t recognize. Recently, I ran into someone from school at a random bus stop, and they were just staring at me the whole time. Should I have said hi? I’m trying to make friends but want to avoid coming off as weird. Any advice?
