Can she do this?

In Poland, grading homework has been banned, but many teachers are disregarding this rule. My Polish teacher, in particular, is quite unpopular with our class because she often lies about what’s on the test, shows favoritism, and doesn’t help everyone equally. While she technically follows the homework ban by not grading it, she has a policy where if you don’t submit your homework three times, she gives you an F. She’s the only teacher in our entire school doing this. Is this allowed?
