Can a school delay your graduation and require you to attend summer school if you fail a non-required course?

To clarify, in my first semester, I had two study halls since I had already earned all my credits. However, the school assigned me to a computer programming class, which I didn’t want or need. I have no knowledge of coding and ended up with a grade of 54%. Since this was an elective I was given against my preference, can they legally hold my graduation back because of it?

I’m planning to reach out to my counselor to see if there was an error, as the school recently sent an email to all students who failed a first-semester course, which may have included those who are actually eligible to graduate.
